The Boeing Company is seeking a dynamic Government Bulk Estimating and Pricing Manager to join our Finance Shared Services–Government Estimating Center of Expertise team in Hazelwood, MO.
This position will help drive functional excellence, deliver estimates and proposals with first time quality and foster a culture that will cultivate change agents. The Manager selected for this role will have the opportunity to shape future estimating activities surrounding bulk proposals.
This leader will be expected to perform and execute the following:
Develop individual contributors and performance management
Handle bulk development, maintenance and updates
Understand Disclosure Statements and Rates
Partner with Sites and Chief Financial Officers to manage Bulk costs
Build External Relationships with Defense Contract Management Agency (DCMA)/Defense Contract Audit Agency (DCAA)
Support Bulk internal and external Audits
Support Estimating System Audits, Corrective Action Response (CAR) Preparation and Corrective Actions
Support Proposal Negotiations and fact-finding questions related to Bulk
Streamline processes/tools and develop talent
Position Responsibilities:
Responsible for the Home Office Estimating Team across all Boeing Government Estimating sites with goal of standardizing processes for managing, reporting and updating Bulks
Lead Estimating Team with responsibility to maintain Bulks for Boeing Defense, Space and Security (BDS) and Boeing Global Services (BGS) Government Accounting Business Unit (ABU)
Act as the primary point of contact with Enterprise Financial Services (EFS), ABU’s and all BDS and BGS Government Sites to manage allocated costs, provide proposal and negotiation tools and maintain a compliant Estimating System
Defend, negotiate and support audits of the Bulk factors with DCMA and DCAA agencies and operate as liaison between Boeing Acquire teams and DCMA/DCAA agencies
Collaborate with Programs, Accounting, Cost Policy and Rates organizations on accounting changes, re-alignments and coded projects to ensure pricing models and tools are consistent with disclosure statements

Basic Qualifications (Required Skills/Experience):
Bachelor’s degree or higher
5+ years experience in a finance related position such as Financial Operations, Cost Management, Accounting, Estimating, Financial Planning, Contracts or Procurement Financial Analysis (PFA)
Candidates must have at least one year of experience in a leadership role (team leader, temp manager, large scale cross functional project/program management, or formal manager experience) OR have completed the Boeing internal course “Exploring Leadership.”
Preferred Qualifications (Desired Skills/Experience):
5+ years of experience leading a team (preferably management)
Experience with government acquisition process
Experience working with large cross-functional teams and interfacing and presenting to senior management
Familiarity with statistical analysis methodologies (cost estimating relationships, sim-to estimating, analogous estimating etc.), as they relate to the costing of aerospace products
Demonstrated knowledge of federal regulations and standards relevant to audit processes, such as Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, or other applicable compliance frameworks

Summary Pay Range: $124,950 - $169,050
