Job Description:
The position serves as the Program Manager within Human Resource Management, Office of Compensation, Benefits and Worklife in the Worklife Division, AHB-100. The incumbent provides leadership, direction, technical expertise, analysis, and guidance in providing a wide range of WorkLife support services.
Duties Help

The incumbent directs the work of employees for a number of projects/programs within the organization. The work includes complex projects/programs based on the objectives of the Worklife Division, major subdivision, the LOB/SO, and the FAA. He/She manages the work of large projects/programs through subordinate employees to meet strategic goals of the organization and the FAA. Managerial duties affect employees of the division projects/programs and includes: strategic planning; communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of the division employees; coaching and developing staff and the divisions capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

He/She supports a variety of functions and activities requiring program and project management of a wide variety of programs including Employee Assistance, Nursing Mothers, Child Care, Telework, Voluntary Leave Transfer, new Voluntary Leave Bank, Student Loan Repayment Program, and new wellness programs in support of the agencys Total Rewards programming. The work activities impact directly on goals and objectives of the major subdivision, the LOB/SO, and the FAA.

Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for division projects/programs. Manages budget and either reallocates resources among the division projects/programs or acquires additional resources as needed. Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Also applies a thorough understanding of the principles of management and strategic planning, Conducts a variety of studies which includes feasibility, desirability, compatibility, cost benefits effectiveness, and efficiency of HR programs. Coordinates, oversees, and completes special projects. Develop position papers on issues identified and tracks each issue until resolution.

Contacts are routinely internal and external. May represent the major subdivision, LOB/SO, or the FAA externally as a primary point of contact for Worklife policies/procedures or other project/program purposes. Presents briefings to obtain consensus/approval on policies. Applies advanced system thinking skills in order to incorporate a wide variety of perspectives from the various LOBs, Directorates, Customers, and Contractors into sound recommendations. Provides a range of consultation services, advice, and assistance to other AHR offices and customers across the agency, as well as external stakeholder communications.

Work is typically governed by established policies, procedures and mission objectives which leaves room for discretion. The Program Manager performs the following: Lead all policies, procedures, and programs associated with the Worklife programs and services, including implementation of new initiatives such as Voluntary leave bank, student loan repayment program etc. Identify opportunities and strategies to enhance Worklife program offerings and services as a key component of the Agency’s Workforce Transformation initiatives to attract and retain top talent. Supervise, manage and direct Worklife staff on workload priorities and assignments. Build collaborative relationships across the FAA to expand and enhance program services and develop metrics and mechanisms to evaluate programs and services on a regular basis. Review regulations, OPM directives, relevant decisions and rulings or other guidance for impact on Worklife programs and services; determine the degree of Impact on existing programs, practices and procedures; and provide advice to HR leadership.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14/15 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

-Experience leading the design and successful implementation of multifaceted employee WorkLife programs, such as childcare services, flexible work schedules, employee assistance programs (EAP), and leave sharing programs

and

-Experience in establishing and utilizing key performance indicators (KPIs) to evaluate the effectiveness of WorkLife programs, conducting comprehensive program evaluations, or presenting detailed outcomes related to utilization, return on investment (ROI), and employee satisfaction to senior leadership.
